Mitch Strobel, CFP®

Financial Advisor

Mitch is a portfolio analyst who joined Armstrong, Fleming & Moore, Inc. in September 2009 as an intern before transitioning to a full-time employee in May 2010. Prior to joining AFM, he interned with the U.S. Department of Treasury in the Office of the Secretariat. Mitch became a CERTIFIED FINANCIAL PLANNER™ professional in December 2018 and holds a FINRA Series 7 securities registration as a registered assistant with Commonwealth Financial Network®. Mitch graduated from the University of Maryland with a degree in economics.

Mitch was born and raised in Annapolis, Maryland, and now lives with his wife and two dogs in Baltimore, Maryland. Mitch enjoys traveling, reading, playing/watching sports, and almost any other outdoor activity—fishing, boating, golfing, and more. In December 2010, he completed his first marathon in Las Vegas, and his next goal is to complete a triathlon.  

John Wittelsberger, CFP®

Associate Financial Advisor

John is an Associate Financial Advisor who joined Armstrong, Fleming & Moore, Inc. in June 2014. Prior to joining AFM, he interned with RBC Wealth Management in Maryland. He graduated from Virginia Tech in May 2014 with a BS in finance in the CERTIFIED FINANCIAL PLANNER™ certification education track. John became a CERTIFIED FINANCIAL PLANNER™ in March of 2018 and holds a FINRA Series 7 and 63 securities registration as a Registered Representative with Commonwealth Financial Network®.

John is from Timonium, Maryland, and is an avid Baltimore Ravens and Orioles fan. He was especially pleased with the outcome of the 2000 and 2012 Super Bowls. In his spare time, John enjoys playing and watching sports, spending time with friends and family, and playing with his dog, Teddy.

Betsy Fleming, AIF®

Vice President and Chief Compliance Officer

As chief compliance officer, Betsy administers and enforces AFM's compliance policies and procedures and generally supervises the Broker Operations department within the firm. Betsy acquired her experience in both the Registered Investment Adviser and broker/dealer areas by working in nearly every department of the firm since 1987. She is an AIF® designee and holds the FINRA Series 7 and 63 securities registrations as a Registered Representative of Commonwealth Financial Network®. Betsy is a member of the Financial Planning Association and the Financial Services Institute and serves on several committees for the local FPA National Capital Area chapter.

Prior to joining AFM in 1987, Betsy worked in retail. She studied at Skidmore College in Saratoga Springs, New York, not far from her hometown of Troy, New York. These days, Betsy calls Rockville, Maryland, home. She lives there with her husband, Ryan; daughter, Chelsea; and the family dogs. They are all avid hockey fans and support the Washington Capitals with great enthusiasm. Travel and volunteer work and extended family take up the rest of her spare time.

Beate Ruffin

Vice President

Prior to assuming her role as business manager at Armstrong, Fleming & Moore, Beate worked for 12 years as the operations manager for the German Agricultural Marketing Board, known as CMA, the official marketing organization of the German food and beverage industry. Before joining CMA, Beate worked for seven years at First Union Bank in Alexandria, ending her role there in the position of service manager.

Beate was born and raised in Germany and earned a degree in business administration before moving to the United States. She has spent most of her years in the northern Virginia area and considers it her home, though she has also lived in California and Kentucky. She has two children, both born in the U.S.: a daughter who works for a nonprofit organization and lives in northern Virginia, and a son who is stationed in California, serving in the U.S. Marine Corps. In her free time, Beate enjoys baking German goods and traveling as often as possible.      

Elizabeth Schleifer


Elizabeth joined Armstrong, Fleming & Moore in February 2016 as a client services associate after graduating from the University of Maryland with a BA in economics. Prior to joining AFM, she interned at the Montgomery County Department of Economic Development. She holds a FINRA Series 7 securities registration as a registered assistant with Commonwealth Financial Network®. A lifelong resident of Montgomery County, she enjoys spending time with friends and traveling to new places. Last summer, she backpacked across several European countries, and she looks forward to visiting more places in the years to come.  

Nicolette Davicino


Nicolette joined Armstrong, Fleming & Moore in June 2017 upon her graduation from George Mason University, where she earned a BA/BS in Government Administration and Economics. During her time there, Nicolette participated in the Undergraduate Student Research Program (USRP) focusing on economic development strategies for low-income communities in Northern VA. Prior to joining AFM, Nicolette worked as a policy fellow for the Committee of Appropriations in the United States Senate, specializing in small business development and tax reform. Originally from New York, she enjoys traveling to her home state often and exploring her new neighborhood in DC. She’s especially partial to the Hirshhorn and Renwick Art Galleries in the Smithsonian collection.

Mary Lou Smart, FPQP™

Operations Manager

Prior to assuming her role as operations manager at Armstrong, Fleming & Moore, Mary Lou worked for 22 years as practice administrator for a financial planning firm in Naples, Florida. During that time, she acquired a broad range of experience while providing customer service for clients, administrative support, and as a liaison between the company and investment, insurance, and regulatory agencies. She has been a registered assistant with Commonwealth Financial Network® for more than 10 years. She holds the FINRA Series 7 securities registration and is a Financial Paraplanner Qualified Professional™.

Mary Lou's work experience includes eight years in banking—specializing in customer service and credit analysis for midsize corporations—with Security Pacific National Bank (now Bank of America) in San Francisco and Manhattan and CoreStates (formerly Philadelphia National Bank and now Wells Fargo) in Philadelphia. While living in Naples, Florida, she was a freelance writer and wrote about everything from real estate to tropical landscapes and life in the Everglades. She holds a BA in journalism from the University of South Carolina in Columbia, South Carolina.

Mary Lou lives in Washington, DC’s Chinatown neighborhood with her husband, Tom Bernaciak. In her free time, she enjoys spending time outdoors, cooking, reading, and traveling.

Joan Collins

Front Desk Coordinator

Joan joined AFM in November 2007 as the front desk coordinator. Before coming to AFM, Joan spent 20 years with the Atlantic Media Company as a customer relations manager.

Joan, who is originally from Maryland's Eastern Shore, has lived in the DC area with her husband, Alphonso, for the past 26 years. In her spare time, she enjoys weekend trips to her hometown and travel within the United States and abroad.

Valerie Donely

Lead Client Services Associate

Valerie joined Armstrong, Fleming & Moore in January 2017 as a client services associate. After graduating from Bryn Mawr College with a BA in history, she moved back home to St. Mary’s County, Maryland. After getting a job with the local Housing Authority and working there for two years, she craved more excitement and moved to Alexandria, Virginia, where she currently resides.

Valerie is now enjoying all that DC and Virginia have to offer and especially likes taking long walks through Old Town Alexandria. She loves cooking, traveling, meeting friends for brunch, and taking care of her crazy kitten, Oliver.

Emilia White

Client Services Associate

Emilia joined Armstrong, Fleming & Moore as a client services associate in March 2017. Prior to joining AFM, she worked in the fields of medical billing, corporate accounts receivables, and non-profit development with a performing arts focus. Emilia studied music, with an emphasis on the harp, and psychology at Rice University, where she met her husband. Together, they lived in Texas, New Mexico, and Colorado before coming to Washington, DC, in the fall of 2015. In October 2017, they were pleased to announce the newest addition to their family with the birth of their son James. In her time outside of the office, she enjoys attending performances of the symphony, theater, and opera, walking in Rock Creek Park, and exploring the restaurants along 14th Street with friends.

Caroline Hupman

Client Service Associate

Caroline joined Armstrong, Fleming & Moore as a client services associate in August 2018 after graduating with honors from the University of Maryland with a degree in Communication. Originally hailing from the Tar Heel state, she has made Washington, D.C. her home with her husband, Bruno. They’ve embraced all that D.C. has to offer and especially cherish times spent by the waterfront in Georgetown, attending Nats baseball games (nearly as much fun as watching Carolina Tar Heels basketball), having cookouts with friends, and spending Sunday afternoons on the National Mall. She loves traveling and checking locales and experiences off her bucket list as she goes. Having 25 countries under her belt, she hopes to make it 30 by 2020!

Chaunté Stallworth

Client Service Associate

Chaunté Stallworth joined Armstrong, Fleming & Moore as a Client Services Associate in August 2018. Chaunté is originally from San Diego, CA, which is where her career in the Financial Services Industry began. Her work experience includes almost 20 years in the consumer banking field working all over California and Southern Nevada. Some of the positions she has held include, Internal Auditor for JPMorgan Chase Bank in the San Francisco Bay Area and most recently, Learning Coordinator at Barclays in Henderson, NV. One of her biggest joys working in this sector is being able to help clients achieve their financial goals by providing guidance with top notch customer service.

Chaunté and her husband, Arthur recently moved to Silver Spring, MD when he joined the faculty at American University. This move also afforded them the opportunity to provide their middle school-aged twins, Brooklyn and Kori with access to a better educational system and experiences that will shape their futures. In her spare time, she loves visiting museums and taking in the sights of our nation’s capital. She and her daughters have a new found love for the outdoors and spend weekends exploring the many trails in their new neighborhood. She also finds the beauty in live music and enjoys attending concerts with family and friends.
